Registering property in Ionian coast by OSCE, in Himara Region, the situation alarming

Himara - A representation of NGOs from abroad Himara, are hosted in The Himara Municipality, from its chairman Vasil Bolanos, in connection with the process initiated by the OSCE for reregistration process of land and properties, in this region. Once a description, made by Mayor Bolanos, the representatives of these NGOs, are surprised that to include in this process, the Law 7501, as well as the Albanian state as "owner".

According to the mayor, Vasilis Bolanos, the process has begun and the municipality that he represents, has started the activity of registration of property and land, in collaboration with Albanian contractors, funded by the EU, under the auspices of OSCE. But although the expected response in the future days of Himara NGOs in the diaspora, the involvement of law 7501, is considered unacceptable, before the fact that of 20 years these NGOs, the Albanian government have struggled to change this law, which has divided families in Himara.

However, the non-negotiable item, along with Law 7501, is included in the process of the Albanian State. Bolanos has shocked the representatives of NGOs originating Himara, the Albanian government has taken control of property Himara inventory, and specifically an area of about 82% of its entire territory, which belong to the pastures, forests, meadows of communities, religion and villages.

Such an attempt to Tirana, wants to provoke people of Himara, and this invasion will be considered, on the contrary, the Albanian government to prove where it has found no documentation proving that the property in Himara, to the fact that the Albanian state, is created by the Great Powers in 1913, and the fact that Himara has been an independent territory with its institutional laws (Venom) particularly during the Ottoman regime. Më 19 Maj 2007, në qytetin e Himarës u organizua një miting proteste i komunitetit Himariot dhe Bregdetas me moton - “Kthimi i pronave tek i zoti është Paqe Sociale, Zhvillim, Qetësi, Begati, Integrim”.

Mitingu i organizuar nga “Komuniteti Himariot” dhe “Shoqata Atdhetare-Kulturore “Bregdeti” dhe pushteti vëndor i Himarës dhe Lukovës, shprehu edhe njëherë vendosmërinë e banorëve të komunitetit Himariot dhe Bregas për të marrë në dorëzim e të patjetërsuar atë çka u takon ligjërisht: - pronën e trashëguar.

Himariotët dhe tërë Bregasit janë në trojet e tyre dhe në të drejtën e tyre. Për këto toka dhe prona, Himariotët kanë luftuar në shekuj duke i ruajtur të pacënuara së bashku me dinjitetin, lirinë dhe autonominë e tyre, ndaj ata nuk do stepen dhe nuk do mbeten peng i një ligjeve konfliktualë si ai 7501, te cilët shkelin të drejtën universale të pronësisë dhe shkelmojnë vlerat, traditat dhe historinë e kësaj krahine. Vullneti Himariot dhe Bregas buron nga veprat e të parëve për ta ruajtur vendin, buron nga e drejta themelore e botës moderne, ku prona cilësohet e shenjtë si dhe nga bindja se njohja e pronësisë mbi tokën do të çlirojë energjitë e bregdetasve duke hapur perspektivën e zhvillimit të krahinës. Himara dhe tërë Bregu, më së pari u takon Himariotasve dhe Bregasve dhe e ardhmja e Himarës është e lidhur ngushtësisht si në të shkuarën historike, me banorët e saj, me punën dhe vitalitetin e tyre.

Mitingu theksoi edhe njëherë se për popullsinë e Bregdetit të Jonit është plotësisht e pakuptueshme dhe totalisht e papranueshme fakti se përse politikanët këmbëngulin për fatin dhe pasuritë e Himarës dhe Bregdetit pa respektuar vullnetin e Himariotëve dhe Bregasve. Për 15 vjet qeveritë e tërë ngjyrave, kanë shpërfillur kërkesave e tyre të ligjshme duke sjellë veç tension social. Por, duke shkaktuar edhe rritjen e mosbesimit të komunitetit Himariot e Bregdetas ndaj politikave qeveritare. Pjesmarrësit në këtë miting shprehën bindjen se vetëm kthimi i pronave do të krijojë një atmosferë të re, qetësie dhe paqeje sociale. Vetëm në këtë mënyrë i hapet udhë zhvillimit dhe begatisë krahinës së Himarës që Zoti dhe natyra dhe puna i kanë dhuruar bukuri dhe pasuri të paçmuara.

Në këtë manifestim të vullnetit të popullit të tërë Bregdetit të Jonit, sërisht Himariotët dhe Bregasit ngritën zërin e protestës për të mos lejuar shkeljen e të drejtave të pronës dhe dhunimin e të ardhmes së Himarës. Është thjesht e patolerueshme që në epokën e demokracisë dhe të shtetit të së drejtës, pronat e tyre të vazhdojnë të vidhen e të mohohen. Në rrugën drejt Bashkimit Europian, Himariotët dhe Bregasit duan të shkojnë të respektuar në vlerat dhe të drejtat e tyre, të bindur në drejtësinë e kauzës së tyre dhe në suksesin e saj. Ata këmbëngulën se çështja e pronave, e parë si atentat që i bëhet veçantisë historike të krahinës dhe dinjitetit të Himariotëve dhe Bregasve, duhet të marrë një zgjidhje të shpejtë e të drejtë përmes kthimit të pronave të të parëve të tyre, duke i çelur rrugë krijimit të një prosperiteti të munguar deri tani, të dëshëruar nga te gjithë pjesmarrësit dhe patjetër të merituar.

Ø Duke respektuar vullnetin e popullit te krahinës së Himarës shprehur përmes pjesmarrjes se përfaqësuesve nga Himara dhe nga tërë viset e Shqipërise dhe përmes përfaqësuesve të saj nga tërë bota, të përfaqësuar virtualisht në këtë mbledhje

Ø Duke shprehur dëshpërimin për krizën e thellë sociale, ekonomike, mjedisore, kulturore dhe demografike që po kalon krahina

Ø Duke shikuar me shqetësim korrupsionin galopant në fushën e pasurive të paluajtshme dhe pafuqinë e ligjit për të ndalur tjetërsimin e trojeve e të parëve tanë,

Ø Duke respektuar kurdoherë vullnetin e krahinës dalë përmes një debati të gjerë mbarë-krahinor ku janë ftuar të marrin pjesë elita e mendimit intelektual dhe pjesa më aktive e krahinës dhe tërë Bregdetit Jonian ,

Ø Duke dashur të kontribuojë në zgjidhjen konsensuale të problemeve madhore që ka sot krahina si pjesë e tërë Shqipërisë

Kërkon si më poshtë:

- Rritjen e vëmëndjes dhe përkujdesjeve e institucioneve publike - që deri tani i ka munguar - në zgjidhjen e problemeve kryesore që shqetësojnë këtë krahinë, e cila sipas vleresimit të shumë eksperteve të vendit dhe ndërkombëtare, ngelet nga më të favorizuarat për zhvillimin e turizmit dhe të agrobiznesit

- Zbatimin e më shume programeve të zhvillimit, sidomos në fushat e infrastrukturës -si rrugë, ujë, energji, kanalizime-, në shëndetësi, arsim, kulturë etj, që do të sillnin begatinë e krahinës dhe do të rrezatonin edhe në zhvillimin e shoqërisë shqiptare ne tërësi

- E mbi të gjitha dhe me tërë forcën e mundur respektimin e së drejtës së kthimit tek prona e të parëve, duke respektuar kështu moralin, zakonet dhe traditat e krahinës, Kushtetutën e vëndit dhe parimet nderkombëtare, si nyjen gordiane në kthimin në normalitet, duke mirëpritur dialogun e munguar me institucionet përgjegjëse dhe konsensusin e dëshiruar si parimet kryesore në zgjidhjen e problemit të pronës, i cili po e mban tërë krahinën dhe bregdetin në gjendje nokdauni, për shkaqe moskuptimi të specifikës së krahinës dhe mosdëgjimit të zërit të popullsisë,

- zgjidhjen e çështjes së pronave sipas opsionit të propozuar nga populli dhe sipas praktikave të nisura tashmë në dy prej fshatrave të krahinës

- Ndalimin e hemoragjisë së largimit së gjakut himariot nga vëndorigjina e tyre me brenga e plot nostalgji dhe kthimin e të larguarve nga krahina nga vëndi, përmes stimulimit të zhvillimit ekonomik e më konkretisht duke zhvilluar në parametra bashkëkohorë si turizmin dhe agrobiznesin që konsiderohen si dy degët kryesorë për ringjalljen dhe begatinë e ardhshme të krahinës

- Kërkon marrjen e masave imediate për ndalimin e tjetërsimit të biodiversitetit dhe trashëgimisë kulturore –natyrore të pasur të krahinës, pasuri që i përkasi jo vetëm Himarës,

- Nxitjen dhe zbatimin e decentralizimit për tërë bregdetin Palasë - Nivicë-Bubar si njësi më vete për vetë specifikat e përbashkëta gjeografiko-kulturore-etnografiko-historike.

- Zhvillimin e turizmit, duke synuar zhvillimin e fshatrave ekzistuese si monumente të rëndësisë së veçantë në kontrast dhe kundërvenje me dëshirat e popullisë lokale sikurse po ndodh me përpjekjet për të ngritur fshatra turistike të tipit “kolonial”

- Nxit pjesmarrjen e komunitetit dhe pushtetit lokal në dialogjet institucionale që synojnë zhvillimin e zonës sikundër Autoritetet Lokale Zhvillimit të Turizmit

Si dhe

- Autorizon një grup te vecantë të zgjedhur nga kjo mbledhje me detyre të njoftojë dhe negociojë për çështjet e lartpërmëndura me qeverinë lokale, rajonale dhe qëndrore dhe partnerët e tjerë vendore dhe ndërkombëtare

RESOLUTION

The Pan-Himariote Conference gathered in Tirana, Albania, on December 16-17, 2005

Ø Respecting the will of the people of the region of Himara expressed through participation in this meeting of their representatives from Himara and all over Albania and through the virtual participation of the Himariotes throughout the world,

Ø Expressing their concern about the deep social, economic, environmental, cultural and demographic crisis of the region,

Ø Fully aware of the high potential for development of the region, donated generously by nature and God; and created and preserved and protected by generations of Himariotes through titanic efforts and investments done with sweat and blood not only in their motherland, but all over the world,

Ø Knowing and respecting the history, traditions and customs of this distinguished region “of pen and gun” that have lived the history “as falcons against the storm” and “opposing state power”,

Ø Looking with increasing concern the degradation that this region is undergoing due to neglect by all governments, which have never heard the region’s reasoned voice that always prefers consensus and lawful options for the solution of any issues

Ø Viewing with concern galloping corruption in the area of immovable property, and the incapacity of the law to stop the alienation of our ancestors' properties,

Ø Respecting primarily the will of the region expressed through an extended regional and national debate in which were invited the best intellectuals and the most active part of the region as well as the Ionian Riviera,

Ø Willing to contribute to the consensual solution of the major issues of concern that the region, like the rest of Albania, is faced with

Demands as follows:

- The increase of attention and care – lacking so far - from public institutions, in solving central issues that are of greatest concern for the region of Himara and the whole of the Ionian Riviera, which, according to most domestic and foreign experts are among the most favored for the development of both tourism and agro-business,

- Implementation of more development programs for the area especially in infrastructure such as roads, water, energy, treatment of waste, but also in health, education and culture - programs that will bring prosperity to the region and radiate in the development of our society as a whole,

- And above all, and all the energy possible, the respect for our right to have back our ancestral ownership, respecting thus the morale, traditions and customs of our region, our country’s Constitution and international principles, as the Gordian knot for going back to normality, welcoming the missed dialogue with responsible institutions and the desired consensus as essential principles in solving the property issue, which is keeping all the region and the whole Ionian Riviera in knock-down situation, as a result of not understanding the specifics of the region and not listening of vox populi, by continuing the procedure already begun in two of the region’s villages,

- Halting the haemoragy of Himariote blood leaving their country of origin with sorrow and nostalgia; and the creation of the conditions for them to return to Himara, through the promotion of economic development and more specifically developing the tourism and agro-business, considered to be the means for the region’s revival and prosperity,

- Undertaking of immediate measures to stop the alienation of the rich biodiversity and natural-cultural heritage of the region that don’t belong only to Himara and the Ionian Riviera alone,

- Increase of and implementation of a functioning decentralization for all the Riviera region from Palasa to Nivica, as a single unit, due to their geographical-cultural-ethnographical-historical specifics,

- Development of tourism, aiming in the development of existing villages as very important monuments, in contrast with the efforts to build “colonial type” villages,

- Promotion of the participation of the community and local authorities in institutional dialogue that aim at the development of the area such as Local Authority for the Development of Tourism,

And

- Authorizes a special group elected by this meeting, to negotiate for all the above-mentioned issues with the local and central authorities and the other domestic and international partners

George Tenet and Pyrro Dimas, will be honored with special award by The Himara Community

Has started, under the direction of the Executive Director of the Himara Community Stavri Marko, the group which will develop ceremony in Tirana, to award honorary titles, two World personalities from Himara, George Tenet and Pyrro Dimas.

The tow personalities honoring of the world, as former CIA Director George Tenet and the World Weightlifting Olympic champion, Pyrro Dimas.

According to Executive Director of the Himara Community Stavri Marko, the group organizer, is divided into specific tasks, to honor with an official ceremony in Tirana, where guests will be too, figures, personalities and senior representatives of diplomacy and politics.

Demetrio Lazaris for MEGA Mayor`s Candidature in Himara

Bolanos and Lazarus for the second time will run in Himara

After three years, comes back the similar crash for the Municipality of Himara, Demetrio Lazarus, who had run for the Democratic Party, will announce, the candidacy in Himara tomorrow, along with the new MEGA Party, of the Greek Minority.

Vasili Bolanos and Demetrio Lazaris had been in the public attention by Himara Community, especially in the race set with transparent from Himara Administrative elections, in 2007.

Demetrio Lazarus is members of the Himara Community.

Only by the Municipality of Himara counted about 20 thousand inhabitants distributed in three countries, Albania, Greece and USA, with dual citizen ship.

Tirana, February 4, 2011, NOA- a meeting called by the Coastal Association and the The Himara Community, were ordered to land registration process on the Ionian coast, become under the principle "properties to the legitimate owners." During the meeting they requested that the OSCE, and the Spanish Company and sub contractors Albanian, to have transparent in restitution coastal residents.

The two most important associations in the Ionian coast, the Coastal Assotiation and The Himara Community, gathered in Tirana and reports for members of both associations in the field, the project, which was to begin on 15 January this year, what will happen and can degrade. This degradation, according to them will come if the authority of the OSCE and the Spanish company "Terrace" that manages the project and does not implement the practice requested by residents and local autonomous area of Regions, Himara, Lukovë, Xara, Ksamil, for that, the property goes to the legal owners.

According to Niko Nesturit, President of Seacoast Association, a group composed with members both the Himara Community, will represent the interest of thousands of field residents who require the return of property in origin, while for the Executive Director of The Himara Communityt, Stavri Marko, has interest in total return lawful property, is top priority, which has taken approval of thousands of American citizens with dual citizenship and Greek in origin from Himara.

Only by the Municipality of Himara counted about 20 thousand inhabitants distributed in three countries, Albania, Greece and USA. Meanwhile, the participants pointed out that the people of Himara residents and the diaspora, will resolutely viewing process which should have the right trasparency officials from the OSCE, the EU and in particular the seriousness of contracting firms under contract, to implement this project by the most important for region, and developing tourism in the area.

On October 31st, 2010 it was organized the national meeting of the Riviera Association, supported and in collaboration with the associations “The Himara Community”, ” Borshi”, “Dukati”, “Indipendent Intellectuals” and “Tourism”.

The focus of the meeting was the analysis and the discussions of the land ownership issue for the Ionian Riviera based on the principle “The land belong to the rightful owners” and “restitution and not compensation is the only solution for the Ionian Riviera”.

We look forward for your support for our requests done on behalf of our community, a request based on Albanian Constitution and that guarantee the final sustainable solution for the land ownership issue that is a major constraint for the development of the Ionian Riviera in Albania.

RESOLUTION

The National Meeting of the Ionian Riviera Associations (“Bregdeti”, The Himara Community” , “Borshi”, “Dukati”, “Intelektualet e Pavarur”, “Turizmi” hold in Tirana on October 31, 2010, analyzed the current situation of land ownership in the Ionian Rivieraand approved the following resolution:

1. The members of the all the associations present in the meeting agreed that the respect of the property rights is one of the most important rights of a true democratic society to be respected by both state and its citizens,

2. The present chaotic situation of the ownership on the Riviera is the consequence of wrongly decisions made by and the non-implementation by the Government of Albania of the universal property rights as determined by the Albanian Constitution of 1998 and at the same time, keeping still functional the law 7501 and its respective by-laws, in violation of the Constitution,

3. This situation has put a serious constraint on the socio-economic development of the whole area that is based on agribusiness and tourism.

4. Our governments had had and still have the opportunity to restitute the land to their rightful owners and compensate in the other cases where the restitution is not an option

5. With this attitude, the different governments have discriminated the rightful owners and their heirsand have favored the land frauds on the Ionian Riviera.

6. We support and request from the local government in the Ionian Riviera to collaborate with us for the final and sustainable solution of this issue based on the principles “Restitution to the rightful owners” and “Restitution first and then compensation”.

7. The implementation of these two principle can be done successfully if following the procedures as below:

a. The rightful owners give to the Municipality or village the ownership titles available, confirmed by an elder commission established in every village

b. The Municipality check the information based on the immovable property documentation available and confirm those

c. These confirmed documents are presented to the Immovable Property registration system for the recording.

d. The Municipality calculates the areas available and plan for the compensation of the families that don’t have the sufficient area,

8. The community of Ionian Riviera kindly request to the OECD and the international community in Albania that the first registration of the properties in Albania to be based only on the ownership derived by the principles established in the article 6 of this resolution, which is based on the Albanian Constitution and that guarantees the final and sustainable solution for the ownership issue that is impeding the development of the Ionian Riviera for 18 consecutive years.

9. Our associations are determined to continue the right battle for the ownership cause by using all the democratic available means, and are determined to escalate our protests in case our requests are not being taken in consideration, requests that we consider to be legal and fully implementable for the benefit of the Riviera population.

HIMARIOTES FIGHTERS JOINT TO THE INTERNATIONAL ALLIANCE AGAINST AXIS FORCES, ITALY 1944.

After escaped from Himara Region embarked on British Warships, the team composed by strong 22 men, all from Himara Region, left Albania to joint to the International Brigade “Rimini” in Italy.

This document is a historically moment when a small group men from the Himara Region known as one of the Greek Minority Group of Balkan who collaborated with international forces against Axis taken part of International Brigade inside Greek Company for the liberation of Italian city “Rimini” by Axis forces.

After Rimini, the Himara`s Team contributed fighting to liberate the Southern Italian city of Taranto and after in Greece participated to liberate the Greek city of Volos.

The photo is an authentic historic document which the Albanian Government since 1944 never has been liked to know the honorific contribut of the hellenic community of Himara, the only represent of Albania to fight togather with wester international forces. This is a historical manifest which tells for the collaboration together with American and British troops during WWS of a group represent of the region most persecuted by Albanian Dictature such as Himara and the Hellenic population.

The photo is published to remember the anniversary of British troops to fights against fascists of Axis in Albania during the summer of 1944 in Himara Region.

Vasilis Bolanos, re confirmed the President of OMONIA

Ag. Saranda. Vasil Bolanos confirmed as chairman of the organization 'OMONIA' for a three-year mandate.

During the 8th Congress of the ethnic Greek minority organization, the chairman of OMONIA's re-elected, stopped at noted of the most important moments of the activity of this organization.

He conforms that minority is in the forefront of European integration of Albania and expressed pride that Greece supports this process of integration.

Meanwhile according to the press, the head of HURP, Vangel Dule present at the 8th Congress of Omonia organization, has been very critical of some greek governments that have passed in these 20 years in Greece, which, according to him have not done enough minority.

In this context there was his demand that immigrants homogeneous gone from Albania to Greece, can enter the Greek parties and made part of decision-making and their policies towards the minority.
