Shoqata “Bregdeti “ në një  mbledhje  të  zhvilluar  më  28 qershor  të  këtij  viti ,ven dosi  t’i drejtohet  me  një  letër  të  hapur  Kryeministrit  Sali  berisha, ku i apelohet  për  zbatimin  e  ligjit  për çështjen  e  pronës  në zonën  e quajtur si perla  e Jugut  të Shqipërisë.

Z.Kryeministër,kohët  e  fundit   Qeveria  që Ju  drejtoni  miratoi “Strategjinë e re të pronave “,një  strategji  për  mendimin  tonë  se nuk  do  të  gjejë  zbatim  praktikë  sepse  krahas  të  tjerave ,strategjia  e re,është  një  dokument  pa  shifra ,pra  është  në  document  pa  faturë  financiare.Shumë domethënës  është  fakti  se  gjatë  këtyre  20  viteve  në territorin  e Bashkisë  Himarë  dhe  të Komunës  Lukovë, nuk   është  kompensuar  asnjë  pronar  bregdetas  !!!!!

Nga  ana tjetër ,megjithë  kërkesat e shumta drejtuar institucioneve të larta  të shtetit   e personaliteteve të  tyre,letrave  e  kërkesave  publike ,ambasadorëve të  akredituar  ne Shqipëri si  dhe  personaliteve  të BE,KE,SHBA  etj., shoqata  jonë  nuk  është  thirrur  fare në diskutimet  që janë bërë  në  lidhje   me hartimin  e  strategjisë  dhe  planit  të  veprimit .Madje edhe  Shoqatën “Pronësi  me Drejtësi “që  u  thirë  për  konsultim,ajo  u  bë sa  për  sy  e  faqe ,mbasi  nuk    morën  parasysh  asnjë  mendim ose  kërkesë  të  saj. E njëjta  dukuri  u  vërejt  edhe në  përfaqësimet   që  shoqata  jonë  ka  pasur  në Kuvënd  kohët  e  fundit,asnjë  mendim ose  sugjerim  i saj  nuk  është reflektuar  në  draftet  e  çuara  për  votim.

Mendimi i jonë është se Qeveria  nuk  zbaton  as Kushtetutën  që është  në  fuqi  për  çështjen   e  pronave dhe  për  këtë  arsye  është  ulur besimi i pronarëve të  ligjshëm  bregdetas

“ Në të gjithë  bregdetin  turistik,nga Vlora  në Sarandë,anarkia  e  pronës  sa vjen  dhe  thellohet .Kërkesat  tona  të  përsëritura  për kthimin  fizik  të  pronave,pronarëve dhe  trashëgimtarëve  të  ligjshëm  bregdetas,siç  përcaktojnë  parimet morale,parimet e shkruara në librat  e  shënjtë ‘Bibla’dhe ‘Kurani ‘;parimet  e  së  drejtës  zakonore  në Shqipëri,morali,

detyrimet  kushtetuese pa permëndur Konventën Evropiane  dhe  të  Drejtat e Njeriut ,vazhdojnë  të  bien  në  vesh  të  shurdhër.

Premtimet  për  kompensim  dhe  orvajtjet  për  legalizim të  uzurpatorëve  të  trojeve  në  bregdetin  turistik,janë  mashtrime  dhe  antikushtetuese.Veshi i shurdhër  për  këtë  strategji që na  shtynë  për  vetë gjyqësi   është  gjenocid dhe  spastrim  sistematik i pronarëve  autoktonë”,thuhet në  këtë  letër  të  shoqatës “Bregdeti”.

Kjo  situate  po provokohet nga ligjet  antikushtetuese  të  miratuara  dhe  qëndrimi  constant  antipronar i shtetit “demokratik” prej  vitit  1991 e deri  sot.”Me  parimin  veproni  tani,Ju drejtohemi ju  z.Kryeministër ,njëkohësisht e dhe kryetar  i KRRTRSH-së që  të  kërkoni  prej  INUK –ut ,të  zbatojë  ligjin ,duke prishur  ndërtimet  pa leje që persona  të  tretë kanë  ndërtuar  dhe  vazhdojnë të  ndërtojnë pa leje  në  zonën  turistike,duke prerë e shkatërrua  me  mijëra   rrënjë  ullinjë (vetëm  në  fshatrat Dhërmi e Vuno,gjatë këtij  viti  janë  prerë  mbi  3000 rrënjë  ullinjë  të  vjetra ,  të  kohës  bizantine ).

Zoti Kryeministër,kur  mungon  shteti  ligjor,paraja rregullon  gjithçka dhe ia  mmbyll  gojën  edhe  pushtetit  vendor edhe   policies   ndërtimore.Prerja  e ullinjve, e  agrumeve  dhe e  drurëve  frutorë për  të  hapur  sheshe  ndërtimi dhe  për  të  bërë  ndërtime  në  token  e  tjetrit në  bregdetin  e jugut  janë  mbështetur  nga  pushtetarët  vendorë të papërgjegjshëm dhe  policia  ndërtimore që  deri  sot  nuk  ka  vepruar  për  zbatimin  e  ligjit,me  personat  e  tretë që  kanë  ndërtuar  dhe  ata  që  vazhdojnë  të  ndërtojnë pa  leje .Nuk  ka  si  shpjegohet  ndryshe që gjatë  periudhës  së ndërrimit  të vëndeve  më  8  Maj  2011,të  pushtetarëve  vendor ,u  dhanë  me  qindra  leje  ndërtimi  nga  i mëparshmi  dhe aktuali bënë sehir ,duke  miratuar   kështu edhe  ai lejet  e  dhëna të  kundraligjshme “.

The Himara Community, today called on Saturday 2 June, 2012, in Drymades, Himara Municipality, took the following decisions:

1. The request from Himara Municipality, full transparency, for the decisions of the Municipality Council and the administration, by September 1 of the year 2011, decisions and agreements with the Albanian government and the OSCE in connection with the people of Himara properties with respect to concessions and construction permit, to declare publicly in every village, in the interests of the right of public information, based on constitutional law. To make public, archive and decisions of construction permits, inherited from the previous administration of the Municipality. To call in September, the Conference PanHimariotes for properties.

2. The Himara Community, unanimously holding scientific symposium,for  the hero of Himara  Spiro Spiromilo, on the occasion of 100 anniversary of revolt of Himara.

3. Seeing opportunist and corrupt attitude of OSCE Mission in Tirana, in relation to the property registration project in the Himara Region, announced as the "person non grata"the  OSCE ambassador, in Tirana, Eughen Worlfarth.

4. The Himara Community, addresses publicly, to the U.S. ambassador in Tirana, Alexander Arvisu, as a special guest, to visit the Himara Region, under the observance of universal human rights, to demand that thousands of American citizens originally from Himara to have properties inherited from their grandparents, to investigate the looting of the properties of the people of Himara.

5. The Himara Community, addresses the European Court of Human Rights in Strasbourg, on behalf of citizens with dual nationality by Himara (European and Albanian) to send a special Prosecutor to investigate Court decisions and the Albanian institutions, in connection with robbery assets of the Himara Region and Orthodox Church.

6. The Himara Community, addressed the Albanian Orthodox Archdiocese and his Eminence Janullatos, to establish a Diocese in Himara, as Orthodox Christian Church in Himara Region, which, being of assets looted by the Mafia.

7. The Himara Community, formally gives the honorary title as the "World Cultural Ambassador of  Himara" to Dr. George Tenet and the "World Honor of Himara" to Olympic Champion Pirro Dimas, making invitation to visit this summer Himara.

KKRRT approved project plans for development of Himara



The Civil Society of Himara, has opposed this project which favorites the Albanian Mafia

National Council of Territory Adjustment of Albania, approved at today's meeting Himara plan. According to the Prime Minister, who also directed the collection of KKRRTSH, Himara authorities have carefully crafted plan, which according to him shows that where there can be constructed in the Municipality of Himara, which according to him has great potential for tourism development .

"The plan sets out where there should be built. Local authorities, which have become more careful government support for developing a plan. Meanwhile, the Civil Society of Himara, has rejected the plan, which favors concessions of Albanian Mafia linked to prominent politicians in Tirana.
